"IP TV" is the name for a Digital Television on IP protocol and on virtual "private" circuit. Basically, the network of video contents transmission is "closed" by devices named decoders or set top boxes, that can block the access to the programs (CAS – Conditional Access System). Generally the IP TV platform is managed by Telco operators, to reduce network infrastructure costs (access control and broadband).
Decoders are often not compatible with other providers, so every IP TV has its own authentication device to be installed at viewers’ home: as a fee has to be paid, the quality of the service is higher than the quality of Web TV, and this quality has to be certain and constant, otherwise the subscription would be cancelled.
To access IP TV and see the digital video contents, it is necessary to have broadband (from 4 Mb to 6 Mb in download).
In addition to all the usual authentication devices, there are less invading ways of checking the access to IP streaming: for example, through login software, the viewer insert his details via web and so he can see the programmes simply with home web connection.

In a very near future we will see two kinds of IP TVs. The first will be "close" and completely managed by major Providers such as Telecom Italia, Wind, Fastweb, H3G, Vodafone etc. This way, the circuit will be closed by agreements among Providers and existent national/international TV networks. The second will be "open" and every local TV and IP TV will be able to step in the platform without facing the high investments of the first case.
